ABSTRACT

The Effective Death Penalty Act of 1996 is a federal law that was meant to streamline the procedures used to administer the death penalty in federal and state court. Federal habeas corpus is the statutory procedure under which state and federal prisoners may petition the federal courts to review their convictions and sentences to determine whether the prisoners are being held contrary to the laws of the United States. International Terrorism Prohibitions, is designed to help sever international terrorists from their sources of financial and material support. Terrorist and Criminal Alien Removal and Exclusion, deals with excluding and removing individuals who have been defined as alien terrorists from the United States and narrowing the asylum provisions to prevent them from being used to frustrate efforts to expel or remove undesirables.
