ABSTRACT
The line of division between government policies that purport to redistribute income and those that fight poverty is not clear. Virtually any policy that redistributes income from rich to poor will also have some effect on poverty, and virtually any policy to fight poverty will change the distribution of income. Many of the topics in this chapter and Chapter 13 on policies to fight poverty could be interchanged without significant confusion resulting.
