ABSTRACT

The emphasis throughout this book has been on the processes and institutions of the law rather than on the aims and policies that law seeks to implement. It is important to remember that the legal system is not a machine that runs for its own sake; it exists to serve the purposes of the community. Law is not a set of restrictions imposed on a community by some external power; it is a system of rules, institutions, and procedures a community itself establishes to achieve its many and varying objectives.
