ABSTRACT
In this book, law is defined to include only those guides to conduct that are created by officials; hence, lawmaking is defined to cover only the creation of rules by officials. Some scholars use a broader definition that includes “private lawmaking”: the many arrangements that private individuals and groups work out among themselves that have the same effect as legal rules.
