ABSTRACT
Before we take up the contemporary problems confronting the American economy, it may be wise to examine the long period leading up to today for some perspective. Only the very foolish believe that history predicts the future. However, the philosopher George Santayana was right in observing that those who do not remember the past are often condemned to repeat it.
