Foster parents are adults licensed by the govern-ment-usually the state or county-to providetemporary homes for children whose biological parents are unable or unwilling to care for them. The period of time in which foster parents care for these children may be as short as a few months or extend over several years. They are usually, but not always, compensated by the government for some or all of the costs of raising these children.
