Written in 1969, the following is the original essay on social equity in public administration (Marini 1971). Reprinted in readers and anthologies dozens of times, it is covered in most public administration texts and is widely referenced both in English and other languages. Although the word “equity” appears in the original Woodrow Wilson ([1887] 1941) essay and in other public administration classics, this essay is the first relatively full elaboration of the concept of social equity and its application to public administration. And, it is the first to claim that social equity should form part of the normative base of public administration.
