Every inhabitant of a region possesses a mix of needs and desires, skills and talents, likes and dislikes, advantages and handicaps. Because no one is truly self-sufficient, the most practical way for individuals to satisfy their needs and wants while putting their talents to optimal use is by joining together in institutions.
