ABSTRACT
Yet growing dissatisfaction with the effectiveness, efficiency and equity of environmental policies was by no means confined to congressional conservatives and the Bush administration. It could
be found among a broad array of interests, including the business community, environmental policy analysts, environmental justice groups, and state and local government officials.
