      ABSTRACT

      Building intermediaries and expanding the type and content of credentials are important systemic methods for better aligning supply and demand in the labor market and increasing the overall pool of skilled workers in the region. The third leg of the infrastructure of a good workforce system includes having a portfolio of strategies aimed at attracting, retaining, and developing talent. While creating intermediaries and credentials target improvements in the workforce system, talent expansion strategies focus on the individual level. The purpose of talent expansion strategies is to encourage certain types of individual behavior: to persuade people to live, study, work, advance, and play in the region.
