ABSTRACT

This chapter presents a series of methodologies that are applicable to one or more of the steps in the Outsourcing-Insourcing (O-I) planning process. It focuses on O-I metrics or measures that can be used in the evaluation of important decision-making parameters in O-I. Opportunities for the Delphi method's application in O-I are considerable, since most of the O-I planning process involves multiple groups, including experts, the board of directors, and each level of an organization's management. The chapter introduces a variety of different metric-based methodologies useful in international O-I planning steps. These methodologies includes polling executive opinion and boards of directors, rating/scoring metrics, multi-criteria decision making, the Delphi method, external benchmarking, and gap analysis. It explains how economic, politics, culture, and demographic international risk factors can be measured. Areas of application of polling in international O-I include determining criteria that should be considered in selecting strategies and tactics in implementing O-I, selecting O-I providers, and evaluating O-I agreements.
