ABSTRACT

Technological systems become vulnerable to disruptions primarily because of the complex interdependency of their component parts. For a system to function efficiently, its constituent parts must be calibrated into an interrelated pattern that is stable and predictable. The tragic events reported in newspapers become conversation openers among strangers in our urbanized society. In cases of technological accidents, barroom humor may provide a sense of relief from the risks and dangers that are inherent in our modern technological society. Spectacular achievements in the uses of technology inspire a great deal of the idealism of the modem world. This idealism was well expressed in the speech delivered by President John F. Kennedy at Rice University in 1962 in which he announced the importance of space exploration as a national priority. In announcing an acceleration of expenditures on the space program, Kennedy noted that it is one of the great adventures of all times and that space can be explored and mastered.
