ABSTRACT
Although most municipal departments have a role to play in their community’s development, a handful are especially crucial members of the cast for local development activities—especially the community’s physical development. Department labels differ from place to place, but the functions clustered in this chapter under the heading “planning and development services” commonly are called planning, inspection, code enforcement, and zoning.
