ABSTRACT
The use of crime statistics as a measuring rod for judging or comparing municipal police departments is controversial. Concerns have been raised not only about data accuracy but also about attributing all blame or credit to police performance when crime rates rise or fall. Too much can be read into crime statistics when they are favorable, some observers say, just as too much can be read into them when they are unfavorable.
