ABSTRACT
Strategies that centralize most purchasing and warehousing functions are adopted by many municipalities for three primary reasons:
to avoid duplication of purchasing and storage efforts across the various departments that acquire common supplies,
to secure economies of scale through bulk purchases, and
to derive the benefits of purchasing expertise developed through specialization.
