ABSTRACT
For many years, some cities have been direct producers of social services that many of their counterpart municipalities left to state and county governments, nonprofit organizations, and others. Times have changed, and so has the municipal role in the provision of social services in many communities. For some cities, the old role has expanded; for many others, a new role in social services has emerged.
