ABSTRACT

Many of China’s international objectives today are continuous with those of previous Communist, and even pre-Communist, periods. Although the reforms of Deng Xiaoping opened China to the world economically, and thus were a radical departure from policies associated with the Mao years, the values that shape China’s foreign policies have deep roots. A study published by the Council on Foreign Relations more than a decade ago identifi ed fi ve major objectives (listed below in italics) that underlie China’s international behavior.1
