ABSTRACT

The land problem is not merely a problem that must be solved in terms of revolutionary theory; in reality, it has now also reached a point where it cannot be left without a solution. The peasants in Hunan have spontaneously mobilized to confiscate and redistribute the land. Every one of the provincial congresses of peasant associations in Guangdong, Hubei, Jiangxi, and other provinces has expressed an urgent demand for solving the land problem. Even the peasants in Zhili, who are oppressed by the Fengtian warlords, have caused countless conflicts and bloody incidents because of the issue of “turning official land into people’s land.” Moreover, from a political perspective, the revolutionary movement has now definitely undergone considerable development. But at the same time, it is fraught with enormous contradictions and dangers. There is no way to solve the fiscal problem, and questions have arisen with respect to the numbers and quality of the armed forces. A way out of these contradictions and dangers can only be sought through the solution of the land problem. In order to lead the masses and protect the revolution, our party has especially organized the Land Committee to take responsibility for discussing this critical issue, which demands urgent solution. Since the formation of the Land Committee, many meetings have been convened, and significant conclusions have been reached on the methods of solving this problem.
