ABSTRACT

Brother Guochang and all brothers in the Central Executive Committee:

Circulars no. 1, 3, 4, and 5 have all been received, and in compliance with Circular no. 1, we held a conference on June 17 to carry out a reorganization and to adopt Detailed Regulations of the League Executive Committee in Changsha. We have elected the following three people as members of the Executive Committee:

Secretary—Mao Zedong

Head of the Organization Department—Li Longzhi 2

Head of the Propaganda Department—Luo Junqiang

The league members here consider that although Mao Zedong and Li Liuru 3 are over twenty-eight, they are needed to work for the league, and have therefore elected them as officers in accordance with Article 2 of the Supplement to the Statutes, 4 by a unanimous vote of those attending. We hereby apply to the Central Executive Committee for approval. Kindly send us your instructions.

The twelve articles of the Detailed Regulations of the League Executive Committee in Changsha were voted through by the conference. In accordance 110with the provisions of Article 13 of the Statutes, we ask the Central Executive Committee to approve them. Kindly send us your instructions.

The local Executive Committee has met today and expressed the view that the term of three months for the secretary of a small group of more than three people or for the members of the management committee of a small group of more than ten people stipulated in Article 6 of the Statutes would be too short to achieve results. We intend to ask for an extension of the term of office from three months to six months. Please let us know whether or not this is acceptable.

A resolution of the local Executive Committee makes the following proposal to the Central Executive Committee: The Central Executive Committee is requested to divide the provinces of the whole country into regions as soon as possible. (To what number region will Hunan then belong?) It is also requested that one local league organization be appointed to serve as the provisional executive committee of each region until the regular regional executive committees are established, in order to encourage the formation of more local league organizations in a short time and thereby accelerate the formation of regular regional executive committees.

Two local organizations of the league have been established in Hengzhou and Changde. The mailing address in Hengzhou is Zhao Dan (secretary), School store, Hengzhou Third Normal School; the mailing address in Changde is Jiang Xiqing (secretary), Changde Second Normal School. Two other local organizations of the league in Pingxiang and Liling, and league branches in various xian are being organized. We plan to call the representative conference of local league organizations sometime in September.
