ABSTRACT
Local governments in the United States are part of a highly complex intergovernmental system that operates on two planes: a vertical plane in which they interact with state governments and the federal government, both of which have the advantage of operating from higher levels of formal authority, and a horizontal plane in which they interact with their fellow local governments.
