ABSTRACT
If there is a vulnerable portion of the population in any society it is children. The elderly, whom we consider in the next chapter, are also vulnerable and subject to inequalities as well. But many of them have assets to call upon. Many elderly can make decisions about their own lives; most children, especially younger children, cannot. The elderly vote; children do not. While there are very few uninsured older adults, there are millions of uninsured children.
