A Brief History of Climate Negotiations

Meetings to discuss an international treaty to combat climate change began in earnest in 1992 at the Earth Summit held in Rio de Janeiro. Understanding the history of how we became aware of the problem of climate change and how international negotiations about responding to climate change have proceeded over the past eighteen years is crucial if we are to figure out how best to proceed from here. ¹
