ABSTRACT
In the late twentieth century, a loose-knit collaboration of government bureaucrats, scientists, and environmentalists raised alarms regarding human overuse of freshwater supplies and insufficient water pollution control. The worldwide population growth from 978 million people in 1800 to 6.7 billion in 2009 has resulted in a massive need for freshwater that poses considerable challenges.
