ABSTRACT

It is lime for public admini stration to stop pUlling its head in the sa nd about the conni cli ng moral pulls and ethical pushes faced by many public officia ls . Traditional public ad mini stration doctrine attempts to minimize ex posure to e thical pushes. However. modern management approaches leach that managers should nUriure thick ties with and among workers . And proponents o f comm un itarianism and civil soc iety e ncourage people to develop t heir soc ial capital by participati ng in caring c omm un ities and to use these thick rclalions for their own benefi t. Thi s c hapter illustrates the tensions between these approaches and opens a di scussion of how public admini stration might begin to deal with moral s-ethics dilemmas.
