ABSTRACT
Collective bargaining in the public sector in Hawai'i has special significance because it is one of the few states that has granted state and local government employees some form of the right to strike.1 The state's experience is also of interest because it extends resort to interest arbitration procedures to public employees other than firefighters and police officers.
