ABSTRACT

A key theme in much of the public administration case research published during the 1990s and the first decade of the twenty-first century focuses on the shift to policies and practices that have come to be known as public management. Some observers believe that the managerial approach to government has replaced (or is about to replace) the traditional view of government operations in which the bureaucracy is the core concept in public administration. Countries such as Australia, New Zealand, the United Kingdom, Sweden, and Norway are often pointed to as leaders in this movement, with the United States not far behind.
