ABSTRACT

The impact of technology on government operations has long been a topic of intensive study by academic and practitioner researchers. Today, governments are particularly concerned over the high cost of replacing old “legacy” systems. Administrators support the view that a core purpose for applying the products of science and technology in government agencies and organizations is to help organizations achieve higher performance. To accomplish this goal, they are endorsing the view that new technology purchases should meet four key operational objectives: (1) to gain operational and financial efficiency; (2) to achieve greater quality in government-provided programs and services; (3) to design and implement innovative processes; and (4) to improve agency responsiveness to clients, customers, legislators, and other stakeholders. Each of these purposes provides excellent opportunities for case research.
