ABSTRACT

As a consequence of the terrorists’ attacks on September 11, 2001, Congress and the president began steps to improve the nation’s ability to prevent further attacks and speed recovery from possible future attacks and other disasters. The Bush administration issued the first National Strategy for Homeland Security in July 2002 (https://www.dhs.gov/xlibrary/assets/nat_strat_hls.pdf). Updated in October 2007, the document included a plan to strengthen homeland security through greater cooperation and partnering of federal, state, local, and private-sector organizations. It also identified twenty-two federal agencies with some degree of responsibility for security measures. The five largest agencies, along with their employees and payrolls as of December 2006, are listed in Table 15.1.
