ABSTRACT

Place systemic critical infrastructure and resilience objectives at a higher priority on the national agenda; assert the need for a comprehensive national policy and regulations that support preparedness and critical infrastructure resilience. Federal, state and local government agencies and departments should incorporate functional resilience as an organizing principle to inform the strategies and policies of government and the programs they support. Expand public- and private-sector awareness by designing and publishing a national-level functional resilience framework based upon required capabilities that reflects a continuum of preparedness ranging from physical protection to functional continuity, built upon the national preparedness principles of prevent, protect, mitigate, respond, and recover. Examine existing laws, authorities, and statutes to identify barriers to critical infrastructure resilience especially in the area of public-private sector information sharing and propose legislation to provide companies with appropriate liability and Freedom of Information Act (FOIA) protection. Research should focus on individual human factors and changing behaviors at the personal, family, community, and regional level.
