ABSTRACT
I was hanging around Post 19, looking through the evening mist and wondering when the most recent Iran-brokered cease-fir~ would collapse. It had been arranged in order to allow United Nations Special Envoy Cyrus Vance a chance to explore the possibility of UN mediation in the Karabakh conflict parallel to his efforts to bring peace to Bosnia-Herzegovina.
