ABSTRACT
The treaty provisions on customs duties are one of the foundational principles of the common market (later the single market and now the ‘internal market’). This prohibition is a key feature of a fully free trade area. Internationally, the World Trade Organization (WTO) tends to focus on what we will examine in the next chapter, which is a second important dimension of free trade: a prohibition on quotas or quantitative restrictions and equivalent measures.
