ABSTRACT
The treaty provisions on free movement of goods are amongst the most fundamental in the treaties. They are foundational principles of the common market (now described as the internal market). Free movement of workers developed more slowly, whereas free movement of goods took effect more quickly and obviously because the Member States already traded with each other to a substantial extent. When the term ‘free trade’ is used, it generally refers to goods: the EU is a free trade area par excellence.
