Both first and second worlds attempted to extend their influence by winning over Third World countries and bringing them into one of the alliances. It was around this time-the late 1980s and early 1990s-that the UN Conference of Trade and Development (UNCTAD) began to track global movements of investment monies. In 1989 it issued the first in the series entitled World Investment Report 1991: The Triad in Foreign Direct Investment. Digital media helps communicate critical information during disasters and social media helps organize global disease control efforts. The Organisation for Economic Co-operation and Development (OECD) has attempted to measure some of the growth in market value as it impacts traditional corporations and capital markets. The ability to collect data in massive quantities leads to possibilities unimaginable a decade ago, from government surveillance, such as the United States (US) National Security Administration's "vacuuming" up phone records, to the ability to anticipate future crimes by looking at former crime data.
