ABSTRACT
There are many different stake-holders involved in the development, verification, implementation and monitoring of the ISM Code/SMS. In this chapter we shall consider the respective roles and responsibilities of the four categories of ‘key-players’ and the individuals within those organisations whose combined efforts should ensure that the SMS works effectively on an international basis:
the facilitators;
the legislators/regulators;
the implementers;
the enforcers.
