ABSTRACT

Planning is the foundation on which much of police management is based. The effective

police manager, if he or she intends to reach specific goals and objectives, begins to

develop managerial planning strategies in order to eventually produce effective action.

Planning involves the aspects of problem solving, problem identification, problem

prevention, and, most importantly, decision making (Educational Systems and Designs,

1968). It is the police manager’s responsibility to seek out and weigh alternative solutions

and to anticipate their consequences.
