ABSTRACT

Introduction Management by objectives is a functional process that has been discussed by many

people who have provided similar, but not identical, definitions.

A complete volume on this subject, called Policing by Objectives (Lubans & Edgar,

1979), has been prepared by Social Development Corporation of Hartford, Connecticut,

under the direction of Val Lubans. It now appears as a prescriptive package distributed by

the National Institute of Law Enforcement and Criminal Justice of the Department of

Justice.
