ABSTRACT

Introduction Police managers are drafters, designers, and implementers of the ethical standards of

their departments. By their behavior, they establish norms that become standards within

the department. Because other police managers throughout the profession are influ-

enced, they are able to raise the ethical standards of the profession itself. These standards

become the basis for making decisions, hiring personnel, judging daily actions, and

demonstrating the police department’s values, beliefs, and principles. High standards will

continually raise the level of professionalization.
