ABSTRACT
If we can consider the criminal justice system a business, it is a business run by people having no clear understanding of the market, the production and distribution process, or customer satisfaction. Not many commercial enterprises could succeed in such a state of ignorance. Yet, the criminal justice system does operate in ignorance.
