ABSTRACT
We are a COMPSTAT agency, we use it, we have the meetings, we go over the rates, the hard data, which is what the higher-ups believe in but it limits forensics. We created the incentive because when we went to COMPSTAT, collection went down, you get so focused on performance that forensic is an afterthought.
