CASELOAD ASSIGNMENT MODELS Offenders are assigned to a probation department by the court, to a parole department by the parole board, and to other community correctional agencies, such as halfway houses, by both. 1 Because the vast majority of offenders supervised in the community are first placed on probation or parole, we will examine the ways in which offenders are assigned individually to probation or parole officers.
