ABSTRACT

As the legal custodians of large numbers of men, including many who are being confi ned for crimes of violence, prison staffs are often confronted with situations in which it is necessary to use force against a prisoner or a group of prisoners. Force, in this connection, means any physical force directed toward another, either by direct physical contact or by the use of a weapon such as tear gas, chemical mace, a billy club, or a fi rearm.
