ABSTRACT
Traditional police strategies focus primarily on crime reduction, responding to calls for service, and maintaining order in a community. Traditional police departments have a myopic view of their responsibilities. They often neglect to consider the consequences of crime and a sense of disorder. They fail to think outside the box. However, consider the following:
• A woman turns down a promotion because it would mean making sales calls at night and memories of her sister's brutal rape make her too fearful to drive alone after dark.
