ABSTRACT
In November 1988, two new AIDS initiatives appeared on the California ballot. Proposition 102 was sponsored by Orange County Congressman William Dannemeyer. It would have eliminated anonymous HIV testing, required report ing of HIV-infected persons and their sexual partners to health departments, repealed legislation prohibiting employment discrimination on the basis of HIV antibody test results, and permitted use of test results by insurance companies (Coles, 1988a; Olszewski, 1988a). Proposition 102 was defeated on election day by a margin of 66% to 34% (Olszewski, 1988c).
