ABSTRACT
"Land-use planning is not a science. There are few, if any, formal guidelines or principles to justify land-use allocations. There is no way to prove that one city has too much land set aside for industry or that another has not retained enough parkland. Land-use decisions are, for the most part, political ones. Competing interests can be counted on to advocate land-use choices that tend to favour their positions."
