ABSTRACT

This chapter discusses the methodology used in this study, and general review of the importance of education in society, and of its recognition as a human right and an integral part of social rights to which citizens and residents are entitled. Policies in ethnocratic exclusionist regime systematically discriminate against ethnic minorities by providing them with only inferior social rights and by infringing on their civil and political rights. Educational policy making is not only determined by bureaucrats and politicians; different social movements and non-governmental organisations are becoming more and more involved in shaping and influencing educational policies in order to safeguard people's rights regardless of the government's political ideology. Educational policies issued by the state are basically bureaucratic instruments whereby the government administers the expectations that the public has of education. Aristotle believed education should be regulated by law and the citizen should be moulded to suit the form of government under which he lives.
