ABSTRACT

This chapter explores the various aspects of educational programmes and parental support in the three public school systems and the private system in East Jerusalem, while comparing them to the services provided to Israeli students in the same city. According to the Association for Civil Rights in Israel (ACRI), during the academic school year 2011 and 2012, there were only twenty-one counsellors within the official educational system in East Jerusalem. The American Counseling Association has presented several studies showing the effects of counselling on students' behaviour and school achievement. The head of the counselling department shares a small room with another employee from another department, in the Directorate of Education in Jerusalem. According to Mohan Menon, the deputy director of the UNESCO-United Nations Relief and Works Agency (UNRWA) Education Programme, the low achievement levels of UNRWA students on the Trends in International Mathematics and Science Study (TIMSS) exam could be related to students having special needs.
