ABSTRACT

At the end of the policy cycle the question needs to be answered whether the policy has attained its objectives (effectiveness) without wasting money (efficiency). This evaluation serves the purpose of accountability (or legitimacy); showing that the considerable amounts of taxpayers’ money have been well spent. 1 Evaluation also serves the purpose of learning: it urges a constant improvement of the various parts of the policy cycle. The aim of this chapter is to serve both purposes.
