ABSTRACT

Organization for Economic Co-operation and Development (OECD) is responsible for making test scores a gauge of the quality of human capital and national economies. OECD played a major role in disseminating the ideas of the Chicago School of Economics, particularly Gary Becker and Theodore Shultz's link between education, human capital, and economic growth. The Cold War influenced the work of the Chicago School of Economics, Organization of European Economic Cooperation (OEEC) and OECD. OECD, with its many publications and global testing programs, offers panaceas for global economy. The mission of OECD is to promote policies that will improve the economic and social well-being of people around the world. Reflecting the emphasis of targets for education in Europe in 1970s on national education planning among European nations, OECD launched the Mediterranean Regional Project. Scores on both Programme for International Student Assessment (PISA) and Trends in International Mathematics and Science Study (TIMSS) are supposed to influence the national education systems.
