ABSTRACT

Between 2011 and 2013, the Texas Commissioner of Insurance was Eleanor Kitzman. A native of Texas and a lawyer, Kitzman worked in the insurance industry for two decades before becoming insurance commissioner in South Carolina, where she lost a race for lieutenant governor in 2010 before accepting the post of insurance commissioner in Texas in July 2011. But what does a Commissioner of Insurance actually do and how does that affect insurance companies on the one hand and consumers of insurance products on the other? Basically, the Texas Department of Insurance, pursuant to laws passed by the legislature and signed by the governor, writes rules and regulations that outline the content and coverage of insurance policies and establishes procedures for setting and reviewing prices for those products.
