ABSTRACT

There is much law in addition to that contained in the farm bills. This law includes statutes that cover specific topics that were enacted outside the farm bill process. Even though this law is part of what is often called permanent legislation, farm bills are often used to amend this law. Law outside of the farm bill process also includes treaties and conventions with other countries. Treaties themselves cannot be amended by a farm bill. Farm bills can amend legislation that implements a treaty. A farm bill can bring existing law into compliance with international agreements. An example of this in the 2014 Farm Bill is the removal of upland cotton from the list of covered commodities to comply with the WTO decision that upland cotton provisions under the 2008 Farm Bill did not comply with the WTO agreement.
